Hubert Paulmer (M.Sc (Agri), MBA, GDIP,) is a Partner at GGI with 25 years of experience in planning and managing complex program evaluations and multi-sectoral international projects in private, public and non-profit sectors across Africa, Asia, Europe and North Americas. He has completed assignments in more than 40 countries; this includes assignments with bi-laterals and UN Agencies.
Hubert has expertise in monitoring and evaluation, Result-Based Management, baseline studies, performance measurement, key indicator development, mixed-method approaches, quantitative and qualitative data analysis, designing and using various data collection tools, capacity development, change management, risk analysis and mitigation, organizational assessment and strategic planning. In addition to his extensive stakeholder relationship management and consensus building expertise, he has excellent facilitation and interviewing skills in cross-cultural contexts. He has extensive experience in financial analysis and results-based budgeting. He also has expertise in conducting market and industry studies. Hubert’s extensive international experience in Asia and Africa includes managing private sector businesses engaged in international trade and logistics, supply-chain development and management, commodity buying, small and micro-enterprise development, and inclusive financing, specifically in the agri-food and agri-commodity sectors. He has expertise and demonstrated experience in private-public sector partnerships, corporate social responsibility, community economic development and developing market linkages between global markets and rural markets in developing countries.
He is a Credentialed Evaluator, a Certified Micro-finance Trainer and a Trainer in Total Quality Management. He is a regular presenter in evaluation conferences in North America. Hubert is actively involved in various leadership roles in the Canadian Evaluation Society (CES) and the American Evaluation Association (AEA).
